What is DPCC? | DPCC Full Form

Delhi Pollution Control Committee (DPCC) is an autonomous regulatory body, established on 1-06-1991 after the Notification dated 15-03-1991 of CPCB, indicating that under Section 4 (4) of water Act and Section 6 of Air Act, CPCB has delegated its all powers and functions to the DPCC.

The fundamental purpose of DPCC is to implement the different Environmental or Pollution Control Laws established by the Parliament and notified by the Ministry of Environment and Forest (MoEF).

Moreover, DPCC was reestablished vide Notification dated on 29-05-2012, which comprised 16 members, including the Chairman, Secretary Member, Representatives of different departments of Government, Experts in the Environmental field, and NGOs.

What is the Objective of Delhi Pollution Control Committee (DPCC)?

What Are the Major Functions of DPCC?

As per the Water, Air Environmental Protection Act and Noise Pollution Rules are as follows, below mentioned are the major functions of the DPCC,

Provide necessary suggestions to the Government of Delhi regarding control and prevention of pollution.
Collect, systemize, and prepare the technical and statistical data in regard to each kind of pollution.
Disseminate information in regard to matters relating to water and air pollution along with their prevention and control.
Establishing standards of sewage and trade effluents and emission from the automobiles, industrial plants, and Health Care Establishments.
Issuing the authorization to the Industries and Health Care Establishments, which comes under Bio-Medical Waste Authorization, Plastic Waste Management, Hazardous Waste Management Authorization, Battery Waste Management, and E-waste Authorization.
Organizing a comprehensive awareness programme through mass media on the prevention, control or decreasing of water and air pollution.
Issuing the approval certificate to the industries, under distinct categories such as Red, Orange, Green, and White.
Prepare manuals, codes and guidelines in regard to treatment and disposal of sewage and trade effluents and for stack gas cleaning devices, stacks and ducts.
Developing reliable and budget-friendly methods of treatment of sewage, trade effluent and air pollution control equipment.
Assess the quality of ambient water and air, and check installation of wastewater treatment, air pollution control equipment, industrial plants or manufacturing processes to verify their performance and to take measures for the prevention, control and reduction of air and water pollution.

Why is DPCC NOC or Consent Certificate Required?

Required to establish new industries or to continue the existence of already existing industries.
To procure the International Trade license.
Requirement for new or change in the connection of the electricity.
To obtain the NOC from the fire department.
To get new or change the water connection.
Obtaining the NOC from the CGWA (Central Ground Water Authority).
